'Time & Space,' the theme of the festival, connected Jeju Island of Korea with vast steppes of Mongolia under the keyword 'Nomadic.'

There were performances by the Mongolian folk rock band Altan Urag, which means Golden Lineage,Kang Miri Hal Dance Company of Korea and other artists at the opening ceremony. The exhibitions of the works by the 18 artists who have participated in the Nomadic Residence Program were held as well. Their 10-day stay for the festival in Jeju Island inspired their works.

ARKO and Arts Council of Mongolia signed the MOU in 2006. According to this MOU, 6 selected artists of each country have participated in the Nomadic Residence Program in South Gobi of Mongolia each year since 2008.
