ARKO’s Initiatives

The Co-matching Fund

Aims to promote cultural and artistic exchanges and collaborations by establishing joint funds with overseas organizations, focusing on supporting international exchanges for Korean artists. As part of the International Partnership in Support of Arts Creation (ISAC), we have collaborated with six overseas organizations, starting with Arts Council England in 2016, and have since supported a total number of 108 organizations.


Since 2024, we have been collaborating with various overseas consortium organizations based on our partnership with GLUON (Brussels, Belgium) as part of the European Commission's S+T+ARTS4WATERII program. This project strives to build stable and strategic multi-year exchanges with various countries through budget matching between partner organizations.

How it Works

ARKO has been implementing various 2 to 3 year-long joint programs with overseas organizations through Memorandum of Understanding (MoU) and budget matching.

- Year One (Preparation): Selection of partner country, organization, and common theme
- Year Two (Research): Networking and Research
- Year Three (Presentation): Project implementation such as presentation of artistic work

The structure of each project, including the budget allocation and details of implementation (i.e. collaboration period, theme, research and presentation), can be tailor-made through discussions with partner organizations. Moving beyond the one-on-one model to a one-to-many approach, and going beyond partnerships between major national support organizations, we strive to find new support models through exchange such as partnering with private cultural and arts foundations that can match budgets.

  • Utilize a platform for International Arts Joint Fund to expand and accelerate the cooperation relationship to exchange culture and arts between Korea and Netherlands through diverse exchanges △ between artists △ between two institutes of the two countries and △ the hosting of international symposium
  • Enhance the cooperation of two countries through the establishment of a cooperation system for the culture and arts of ‘Inclusivity and/or Innovation’ between Korea and Netherlands

  • Discovered excellent cases of the exchange of culture and arts between two countries through the hosting institute for preliminary research
  • Selected a general planner of each country (Korea-Facilitator /Singapore-Producer)
  • Promoted a joint project by four sides of Art Councils and general planners of both countries and held an international arts symposium (online) in schedule
  • Supported private arts exchange projects of both countries through the fund from each country
  • Introduced a three-year collaboration structure through the procurement of a project operation method and a period to discuss the cooperation

  • Created a joint logo by the Ministries of Culture, Sports and Tourism of both countries, presented in January 2019.

Major Performance
  • Korea was selected as the Country of Honor at the 2018 Heidelberg Stückemarkt, supporting three Korean plays, three theater companies, one performance, and one exhibition.
  • Project Nolgong From DMZ to the Berlin Wall was performed in January 2019
  • Held the Korea–Germany Music Festival “Traces of Sounds” at the Seoul Arts Center.

Major Performance
  • Selected 21 collaboration projects from 76 pre-research cases in visual arts, performing arts, and literature (£1.4 million total investment).
  • Created a joint fund logo with Arts Council England and conducted joint promotional activities.
  • Held the 2016 Korea–UK Arts & Culture Conference in Seoul and the 2018 Joint Fund Evaluation Session in London.
